Extended command numbers

In the HCF specifications I did not find the specified behaviour of the device receiving a request with #31, byte count 2, data bytes 0x0003 for example (or any other valid command < 00FF)

Does the device HAVE TO answer this request with a command 3 response OR is the device free to send the response code 'Invalid extended command number'?
