charater gap time HART communication

Hi,

I am working on HART physical layer. I am confused when HART spec. say that consecutive charaters in HART frame must have interveining inter-character gap of less than one charater time.

Does this mean that the bus is inactive during inter-character gap time or some freq either 1200 Hz or 2200 is continuously transmitted till the next start bit?
